For the Legion Remix Event, you will need to create a new character called a Timerunner. The maximum level of such a character will be 80, just like in the current The War Within. You can only create classes that were available during the Legion Expansion, which means Evokers are not available.

You can transfer your Timerunner from Legion Remix to the regular version of WoW at any time, but you will not be able to transfer the character back.
