All three items can also drop on any Tier, so a lower Tier run still has a shot at the same Unique as a Tier IV clear.

Can these Unique items be used on any class?

 

No, each Unique is built around the Champion it drops from and leans toward that Champion’s associated class: Vaion’s Chariot favors Sentinel, Penumbra favors Rogue, and Omen of Thunder favors Druid builds within the Primalist class. They can still be equipped by any class mechanically, but their stats are tuned to reward the matching archetype.
