Projectile and Area of Effect scaling both come from different parts of the passive tree and item pool, which is why stacking both onto one flask is rare enough to matter. Winter Orb specifically fires more projectiles per cast the longer it channels, so the extra two from Dying Sun compound with that existing scaling, not just adding a flat number on top. Div cards and event loot pools can drop one too, but both are rare enough that most players treat trading or a direct delivery as the faster path.
It still grants Fire Resistance and Area of Effect, but the projectile line is the entire reason this flask carries such a high price, and that value drops off fast on a build that never fires anything the extra 2 can attach to. It fits best on projectile-heavy or AoE-focused setups specifically.
