Rage normally builds gradually and decays if you stop hitting or getting hit, which means the first few seconds of most fights are spent at partial damage while the stack climbs. A 20% chance per hit to skip straight to the 30-point cap turns that ramp into something closer to a coin flip you’re rolling constantly, and every fight has several hits before the real damage window even starts. A boss encounter that opens with a big telegraphed attack punishes a slow ramp especially hard, since the first exchange happens before Rage has had time to build the normal way.
