Do Absorption Charges still boost Critical Strike Chance like normal Power Charges?

No. The belt fully replaces the Power Charge effect with the Absorption Charge effect, so the usual Critical Strike Chance and Multiplier bonuses stop applying once a charge converts. What you gain in exchange is Energy Shield recovery on every elemental Hit, which suits a defensive setup more than a crit-focused one.

Does the Energy Shield recoup work against every kind of elemental damage?

Only damage from direct Hits counts toward the recoup, spread out over the 4 seconds after that Hit lands. Damage over time from ignites, burning ground, or similar sources doesn’t trigger it, so this belt shines hardest against hit-based elemental bosses, not sustained ailment damage.
