You must complete all 10 required Triumphs associated with the Spire of the Watcher seal. These include a mix of dungeon clears, solo runs, subclass-specific team runs, Master difficulty, collectibles, and trophy collection. Once all are complete, the Wanted Title unlocks permanently.
