“Rarest” changes over time and varies by availability (some legacy titles can no longer be earned) and player uptake. Live analytics from Charlemagne show relative ownership rates by title, and community consensus often points to current endgame raid titles (e.g., Salvation’s Edge era) as among the least-owned at a given moment. Lists from major outlets also rank Wrathbearer as one of the rarer dungeon titles during Season of the Wish. In short: rarity is fluid—check analytics for current percentages.
