First of all, any Legendary Item has a Legendary Item on it. If you no longer need that item, you can obtain its Legendary Aspect for your Codex of Power collection by salvaging that Legendary Item at the Blacksmith. It will give you crafting materials like Veiled Crystal (many Veiled Crystals) along with the Legendary Aspect itself. You can then imprint Aspect you salvaged to another Rare or Legendary Item, but the original Aspect of that new item would be erased when you replace it with the new one from your Codex of Power.
Aspects have their restrictions, so the pool of available Legendary Aspects for your Chest armor and Jewelry items will be different.
Most of the Legendary Aspects start from the lowest possible value (stat rolls) that is increased when you salvage that same Aspect with a higher stat roll (say, 14% Minion damage reduction vs 12% Minion damage reduction; once you salvage the more powerful version, it will override the previous version with a weaker roll and the new version will apply on the imprinted Legendary Item without any random).
Once you have that gear equipped, you’ll see your power increased. All the professional builds incorporate detailed Legendary Aspects recommendations for all of your gear.
