You can find the Lorewalkers quartermaster, Tan Shin Tiao, at the Seat of Knowledge in the Vale of Eternal Blossoms. She is above the entrance to the Mogu’shan Palace. The exact coordinates are 82, 29.

First of all yol need to be Exalted with The Lorewalkers faction. You gain reputation when you discover lore objects like scrolls and monuments. Addons like TomTom can help you a lot.
Once you have enough rep go to the Seat of Knowledge. Enter Mogu’shan Palace. Use the elevator inside and go to the top floor. The quartermaster Tan Shin Tiao will be there selling your Tabard.
What is the fastest way to get The Lorewalkers reputation in Pandaria Classic?
The fastest way to gain reputation with The Lorewalkers is finding lore objects in Pandaria. There are 9 Lore Scroll Sets. Each completed lore set gives +1,495 reputation with The Lorewalkers. If you collect all the scrolls you’ll get Exalted immediately upon turning them in one after the other.
Flying makes the process faster. Make sure you are level 90 with Pandaria flying unlocked. Install addon to help your navigation. Set your Hearthstone to the Shrine of Two Moons if you are a Horde player. Make the same for Shrine of Seven Stars if you prefer Alliance. These are two the nearest locations to the Lorewalkers.
