The combination here makes the neck slot do double offensive work: gem levels raise both the damage scaling and the secondary effect of every spell in your bar, while Cast Speed directly increases how many of those spells land per second. Maximum Life and Random Resistance then fill the defensive slots without requiring trade-offs elsewhere.
