Wind Skills like Twister and Tornado normally scale off whichever single Elemental Ground happens to be underfoot at that moment, Ignited, Shocked, or Chilled, one at a time. This ring erases that limitation: those skills read all three surfaces as present simultaneously, and can stack bonuses from more than one surface type at once, something the base mechanic never allows on its own. Add in damage scaling per Elemental Ailment already on the enemy, and a Wind Skill build ends up compounding several separate damage sources through one accessory slot.

Buy PoE 2 The Taming Boost if a Wind Skill build has been leaving damage on the table by relying on whatever ground surface happens to spawn naturally. Confirm your character, league, and roll preference when you order, and this ring lands on your account well before three separate Berek uniques would ever come together on their own.
It guarantees every variable line on the ring lands at its highest possible value, both Elemental Resistance lines and the per-ailment damage bonus included. Without that option, delivery still lands a valid roll, just not necessarily the strongest version of each stat.
Twister and Tornado are the most commonly cited examples, both built around scaling off whichever Elemental Ground Surface is present. Any skill carrying that same Elemental Ground Surface interaction qualifies, worth checking a skill’s own gem tags to confirm whether this ring applies to it.
The Elemental Resistance lines and the Wind Skill interaction both function regardless of ailment application, those parts of the ring still pull weight either way. The damage-per-ailment line specifically needs Ignite, Shock, or Chill landing on enemies to matter, meaning a build without any ailment application gets less value from that one line.
