How is the Skill Gem system in PoE 2 different from that in PoE 1?
The Skill Gem system saw changes in the second installment of Path of Exile, compared to the first game. For new players delving into a Path of Exile game, all of that could sound equally confusing, but the main thing to remember here is that Skill Gems cannot be socketed into your gear anymore, and there are no colored sockets either (although the amount of Red, Green, and Blue skills you can use is determined by your attributes — Strength, Dexterity, and Intelligence, respectively). Instead, you access your skills via skill book with a finite amount of free Skill Gem sockets you can use to gain Active Skills. Choose any, drop it into the slot, and you’re ready for crushing your enemies and completing quests in this game!
There are still Support Gems present that are joined with the Skill Gems and are used to alter the behavior of the latter.
Weapons can also grant skills, but the main source of skill progression in the game is still Gems. Having stats tied to the number of available skill sockets, PoE 2 forces you to be thoughtful at each step of the way to completing your build.
Can Uncut Skill Gems provide passive skills?
Yes, Uncut Skill Gems can totally provide passive skills (or rather, they are still called Active skills but with passive effects) — those can be auras or summoning abilities. The changes introduced by Path of Exile 2 as opposed to the fist installment revolve around the new Spirit resource. In the first game, passive skills like auras and some summons reserved your mana, but in PoE 2, they instead reserve another resource called Spirit, which is arguably less confusing for new players (no more questions like “where did all my mana go?”). Auras, for example, can provide either persistent buffs for you and your allies or debuff your enemies. The more auras or summons you want, the more Spirit you’ll have to accumulate (or upgrade your Skills to require less Spirit).
