Yes, the two stack additively. Each Deflection source contributes independently to your total, so the boot modifier’s 20% and the chest armour’s 21% both calculate against your full Evasion Rating and their results are combined. The more Evasion you accumulate through tree nodes and gear upgrades, the larger the absolute Deflection total becomes from both sources simultaneously.
It fixes to one element when the item is crafted. The Any Resistance tag just means the item was allowed to roll any of the three elemental types during generation — it does not adapt to your current resistance gaps at equip time.
