The Hood: New Vanguard

Parker Robbins, The Hood team’s newest addition, is a ranged Vanguard built around a resource meter rather than a shield bar — closer to a poke off-tank than a frontline anchor. Positioning and cooldown cycling matter more for him than absorbing damage.
Core kit: Accursed Pistols build Demonic Energy on hit. Mantle of Oblivion is a barrier that generates Energy from absorbed damage and expands past 50%. Abyssal Veil creates a zone that boosts Energy gain and Lifesteal, damages and Blinds enemies who cross it, and weakens enemy projectiles passing through. Void Walk grants a brief flight phase, AoE damage on landing, and 20 Energy.
Crossing 50% Energy speeds up his fire rate; hitting 100 triggers Half-Demon State for roughly 8 seconds — rapid-fire rifles, infinite ammo, Lifesteal on every hit, and no Mantle access while transformed (reportedly cancelable early). Energy appears to carry between fights. Enemy barriers and deployables can also feed the meter, not just hitting players directly.
His ultimate, Demon of the End, turns him into a stationary turret firing six piercing shots with heavy ultimate ability VFX, the last hitting hardest. Landed shots grant bonus health provided to himself and nearby allies — use it as poke-and-peel from an angle, not a dive.
Team-Ups: With Scarlet Witch, reactivating her zone teleports him in and pulls enemies toward him. With Moon Knight, Abyssal Veil becomes a barrier that explodes and adds a bounce effect to his shots. He also passively boosts Magik, Cloak & Dagger, and Jubilee‘s existing kits.
Early read: he’s a secondary Vanguard, not a solo anchor — treat that as day-one, not settled meta.
The Hood’s Energy management and off-angle play take some adjustment, especially while the Season 9.5 meta is still developing. Balance Changes

Vanguard
- Devil Dinosaur: Maximum health percentage damage on Frenzied Feast rises for the first four hits (5%→8%) and the fifth attack (10%→12%). Jeff Team-Up gets turf maximum duration extended (4s→5s) and healing up (40→60).
- Doctor Strange: Denak single hit damage up (16→18), charges up (10→12) on a charge-based ability. Reduce Gamma Maelstrom cooldown (8s→6s).
- Magneto: Metallic Chaos projectile hit now applies a minor Launch Up with Scarlet Witch enhanced — base kit untouched.
- Rogue: Damage reduction multiplier up (55%→60%); increase regenerative shield capacity (250→275 HP), making her combo cycle safer.
- Venom: Overshield now converts only 110% of lost health. Increase Venom swing cooldown (8s→10s) — a clear nerf, punishable early.
- Peni Parker: Adjust Cyber Web Snare — first hit applies a Web-Tracer and Slow; hitting a traced target with a second activated smoky snare trap now causes a direct immobilize effect instead of one-hit CC. Cyber Web cluster now holds 2 charges; Bonus Health cap down (200→150). Raises her execution requirement without touching her core identity.
Duelist
- Black Panther: Storm Team-Up area damage and control duration both reduced (40→30 damage, 12s→15s cooldown).
- Cyclops: Optic blast hit cooldown recovery improved (0.15s→0.25s); Gambit Team-Up frequency boost up (10%→15%).
- Elsa Bloodstone: Devil Dinosaur Team-Up trap health down (100→50 HP), control duration down (1.5s→1.2s).
- Hela: Namor Team-Up squid damage down (15→10).
- Moon Knight: Bounce decay reduced (30%→20%). Reduce Luminous Moon cooldown (15s→12s), increase dash duration (0.3s→0.35s) and distance (12m→15m); enhanced effect adds 3s of single hit healing at 20 HP/s.
- Phoenix: Spark damage/splash up (35→40, 12→15). Telekinetic Beatdown damage up (45→55) with Rogue.
- Scarlet Witch: Mystic Burst with Doctor Strange is an 8s cooldown/duration burst by default; enhanced, it becomes a toggle-type ability allowing magic missiles fired freely while active.
- Wolverine: Increase rage gained per hit (5→8). Adjust rage decay timer at maximum rage — decay delay extends (4s→5s), and the rage decay timer itself slows (15/sec→10/sec).

Strategist
- Jubilee: Base Plasmoid damage and healing effect both up (10→11, 14→15).
- Loki: Missile speed up (100→120 m/s) — faster, still a projectile.
- White Fox: Ultimate energy cost down (4,800→4,300); casting now applies the Blessed by the Nine effect to nearby allies for 3s.
- Gambit: Magneto Team-Up Launch Up frequency reduced (0.5s→1.0s).
Overall, the patch curbs easy burst and CC while rewarding hitting enemies over longer engagements.
Biggest winners: Wolverine, Doctor Strange, Devil Dinosaur, Moon Knight, White Fox, Phoenix.
Biggest losers: Venom takes the clearest nerf; Peni loses easy CC despite the extra charge.

Meta Outlook
Early days — the patch dropped the same day this guide was compiled. Mantis and Black Cat were prominent high-rank picks entering 9.5 with no direct nerfs, so they’re worth watching, along with Psylocke. With top Strategists and Duelists largely untouched, ban priority should track close to late Season 9. Whether Venom’s nerf pushes the meta toward poke comps is an open question — Season 9 supported dive, sustain, and brawl comps alike, and early-patch ranked tends to be volatile.
Early-patch Ranked is always volatile while players adjust to new balance changes and compositions. If you want to keep climbing without getting stalled by the shifting Season 9.5 meta, our Marvel Rivals Rank Boost can take you toward your target Competitive rank in Self-Play or Piloted mode.

Other Changes

Season 9.5 trims install size on PC and console, though the patch download may run larger since assets are repackaged. Lady Loki gets customizable movement and ability animations on August 14, better matching her original animation set. New lore ties Parker Robbins to Gambit’s death and the wider fallout of Apocalypse’s downfall — still being pieced together, so treat it as developing rather than settled canon.
