To obtain PvE or PvP gear on TBC Anniversary realms, you need to spend a significant amount of time in the corresponding activities. The main difficulty with PvE gear is random drops from dungeons and raids, while PvP gear requires currencies that can only be earned by winning arena matches. Yes. Tier sets are included in both Raid and PvP gear options. By choosing the appropriate package, you will receive Tier items as part of the boost. Tier 4 tokens cannot be obtained from dungeons, so the Pre-raid gear option does not include Tier items.
In Phase 1 of The Burning Crusade Anniversary, the maximum PvE item level is 125, but since such items are not available for every slot, 120 ilvl is considered high-end gear. PvP gear has a single item level of 123, which you reach by equipping PvP items in all slots.
