The Reins of the Astral Cloud Serpent can only be obtained by defeating Elegon in Mogu’shan Vaults on normal or heroic difficulty and looting the Cache of Pure Energy. As with many rare drops in the game, obtaining this mount requires a lot of patience and persistence.
