Shado-Pan Riding Tigers are Shado-Pan reputation rewards, meaning that you must have a certain level of reputation with the Shado-Pan faction in order to purchase them. Mounts can be purchased for 500-2500g from Rushi the Fox at the Shado-Pan Garrison in the Townlong Steppes.

To purchase Shado-Pan Riding Tigers, you must have an exalted reputation with the Shado-Pan. This can be obtained by completing daily quests, running dungeons, and killing mobs in the Townlong Steppes and other Shado-Pan-related areas.

Tips for Farming Shado-Pan Reputation

• To quickly earn an Honored reputation with the Shado-Pan, it’s recommended to complete the storyline of Townlong Steppes.
• Complete daily quests: The Shado-Pan offers a variety of daily quests that can be completed for reputation. These quests can be found at the Shado-Pan Garrison and other Townlong Steppes areas.
• Once you meet a revered reputation with Shado-Pan buy the Grand Commendation of the Shado-Pan to unlock a 100% bonus reputation gain with the Shado-Pan for all characters on this account.

Notes: 

Upon reaching an exalted reputation with the Shado-Pan faction, players can complete the quest “Surprise Attack!” which rewards the Reins of the Onyx Cloud Serpent mount.

There is a meta-achievement for completing Shado-Pan dailies in a bunch of ways,  The Shado-Master, which rewards the title Shado-Master.
