The WoW gear distribution system incorporates a significant amount of randomness. This means that even if you select 603 ilvl gear for your boost service, the actual ilvl of the items you receive may vary.
However, the average ilvl is guaranteed to be not lower than the one you choose (which means it can be even higher due to the Great Vault loot, for instance).
