Is the Skill Gem system in PoE 2 different from that in PoE 1?

Weapons can also grant skills, but the main source of skill progression in the game is still Gems. Having stats tied to the number of available skill sockets, PoE 2 forces you to be thoughtful at each step of the way to completing your build.
Can Uncut Skill Gems provide passive skills?

The more auras or summons you want, the more Spirit you’ll have to accumulate (or upgrade your Skills to require less Spirit).
