The drop chances are pretty low, estimated at around 5% from the final boss chest of Vow of the Disciple. That means you’ll likely need multiple runs of the final boss before you get the drop. Over a hundred attempts for nearly a 100% drop rate. But you can open secret chests, complete raid triumphs, and repeat last boss kills to increase your chances.
