The order closes when the Ouroboros is in your inventory, not before.

What is the Wright’s Hunter Mask and how is it obtained?

The Wright’s Hunter Mask is a cosmetic helmet awarded for completing Paradise Lost Flawless — meaning the entire incursion cleared with no agent deaths across the full run.
